Safety is essential to the learning environment. The moment safety is jeopardized, confidence is lost and learning stops.
Astonishing examples of violence in schools and catastrophic natural disasters have alerted everyone to the need for effective emergency response plans.
Parents, board members, the community and the news media demand reassurance that schools be prepared for every disaster and eventuality.
However, school districts are educational organizations; they are not and can not be everything to everybody. Ongoing cuts and increasing demands are taxing districts' talents, resources and strengths to the fullest. Yet, this does not dismiss them from fulfilling their moral and legal obligation to ensure schools are properly prepared to deal with emergencies.
It requires dedicated time and expertise to develop and maintain emergency plans that work; two things that weight most school districts.
